MKUltra was a covert CIA program of human experimentation in mind control, behavioral modification, and psychological manipulation, active from 1953 to 1973 across at least 150 subprojects. The Church Committee's 1975 Senate investigation first revealed its existence. CIA Director Richard Helms ordered the files destroyed in 1973 — these documents survived because they were misfiled in a financial records building and recovered through a 1977 FOIA request.
