About the MK-Ultra Files Archive
The MK-Ultra Files archive is an independent digital repository of the surviving CIA MKUltra documents — the covert human experimentation program that operated from 1953 to 1973 across at least 150 subprojects at universities, hospitals, prisons, and pharmaceutical companies. CIA Director Richard Helms ordered the files destroyed in 1973; these records survived because they were misfiled in a financial records building and recovered through a 1977 FOIA request.
The archive is built and maintained by Christopher Smoot, a software developer who specializes in building modular, automated document ingestion pipelines. Documents are processed through automated OCR transcription and full-text indexing, preserving the historical record of government-sanctioned human experimentation.
